Most homes built before 1978 contain some lead base paints. 

The EPA and HUD have set some very strict standards for contractors
working with conditions where lead based  paints may occur.  Contractors
must be trained by EPA/HUD approved programs.  This page concerns
mainly 'painting' contractors, but all contractors who work in these
situations fall under these rules.  

The main concern is lead dust and young children who may come in
contact with this hazard.
